Spread out in the former Dust Bowl, the town of Cadillac maintains a calm surface of prejudice, blandness, and boosterism. The Cadillac Courier's ambitious reporter, Hillary O'Brian, cracks open that surface by starting a column, Cadillac Voices, giving the citizens an outlet for their grievances, sorrows, and disgust with the weather. Looking back, Sloane Willard, a central character, observes that this town "neither enriched nor stunted her children." As a seventeen-year-old bent on sexual experience, he had made hilarious attempts to bed a woman he believed had a racy past. In his 80's now, Sloane befriends Sheriff Jake Hale who persuades Sloane to defend pro bono a teenage rape victim on trial for her life in the shooting death of her father. In a plea to the crowd outside the court, Sloane calls out, "Don't give up on the young and vulnerable who may quietly suffer savagery at home!" In other news, the citizens line up for or against recreating a New England green in the heart of this water-starved Northeast Oklahoma town. This verdant dream, championed by the banker's widow, ends in one death and is rescued at the last minute by a Las Vegas prostitute. Efforts to dam up a creek for a new housing development and country club crash in the face of sentiment on the part of the banker's feckless son. While these political struggles are reported in The Cadillac Courier, citizens who don't care about town politics, deal with domestic abuse, incest, religious rivalry and stale marriages. Jake, the Sheriff, in love with a prominent lawyer's wife, finds himself overwhelmed by a mass of praying Christians as he tries to handle a hostage situation at Cadillac's Youth Detention Center. The woman he loves is killed and innocently paraded around a flagpole at a peak of joyful righteousness. The thirst for love, beauty and water run through these lives some of which bounce along, while others trudge.
